The Mediterrolio Index (MOPI) · October 16, 2026. The last missing number is in. AICA's September data close the 2025/26 campaign with 356,914 t of carry-in stocks (vs 290,540 t a year earlier) and 1,305,828 t of production — so Spain enters 2026/27 with the 1.6 Mt aforo plus ~357,000 t in tanks. COAG has already run the 167a arithmetic: with average imports of 218,000 t, it puts the oil to be withdrawn at around 188,700 t, or 11.78% of each mill's output. Prices, meanwhile, are trying to find a floor: Oleista's Spanish reading moves to €3.16/kg (W42, October 15, +0.6% on our last print) after touching €3.26/kg on October 13, while Poolred's weekly average for October 3–9 eased to €3.20/kg (-2.6%). Italy is this week's big mover — down 5.8% to €4.37/kg (Oleista W41 / ISMEA), 52.8% below a year ago, with Bari at €4.30/kg and Foggia at €4.00/kg. Greece holds at €3.66/kg (no new print), Portugal edges to €3.48/kg (W40) and Tunisia stays at €3.53/kg (W40), where growers now expect a harvest 30–40% smaller. A first industry forecast puts world output at 3.50–3.65 Mt against ~3.25 Mt of consumption. The euro steadied at $1.1208 (ECB, October 15).
🎯 Buyer's Signal of the Week
Week of October 12 – October 16, 2026
3 Actionable Moves for This Week
🧱SPAIN IS TESTING A FLOOR AROUND €3.15–€3.20 — FINISH YOUR OCTOBER TRANCHE NOW. Oleista (€3.16/kg, W42) and Poolred (€3.20/kg, October 3–9) have converged after last week's €0.20 gap. With the 167a decision due in the first half of November, the risk/reward of waiting is no longer one-sided: book the October–December volume you still need before the policy outcome is known.
⚖️CARRY-IN CONFIRMED AT 356,914 T — RUN YOUR CONTRACTS AGAINST AN ~11.8% WITHDRAWAL SCENARIO. COAG estimates a withdrawal of ~188,700 t (11.78% of each mill's output) if the rule is triggered. The order must be approved before October 31; activation requires availability ≥120% of the six-campaign average. Put price-review clauses into every Q1 2027 contract.
🇮🇹ITALIAN BULK AT A ONE-YEAR LOW — A WINDOW FOR ITALIAN-ORIGIN PROGRAMMES. ISMEA puts Italian EVOO at €4.37/kg (-5.9% w/w, -52.8% YoY), with Foggia at €4.00/kg and Bari at €4.30/kg. Buyers who need "100% Italian" labels can lock old-crop or first new-crop lots at the narrowest Italy–Spain gap (€1.21/kg) we have recorded this campaign — with CoA and traceability checks.
The Circle is a Rome-based farm built on a sustainable, competitive development model that aims to produce the highest-quality food with no impact on the environment. Its vertical aquaponic system — where nutrients from fish feed the plants and the plants purify the water — creates a continuous, circular production cycle, and the farm couples its agricultural, energy and economic processes so that no polluting waste is produced. Alongside its Italian extra virgin olive oil, The Circle holds IFS Food and Vegan certifications — a forward-looking example of innovation in Italian food production as the country's 2026/27 harvest gets under way.
Spain closes 2025/26 with 356,914 t in stock, 66,374 t more than a year earlier. AICA's provisional September data put cumulative 2025/26 production at 1,305,828 t and September outflows at 123,486 t. Stocks split almost evenly between mills (175,745 t) and packers/refiners (178,292 t), with 2,878 t in the Patrimonio Comunal Olivarero. Sales over the campaign exceeded 102% of national production.
Policy · Spain · 167a Arithmetic
COAG calculates a potential withdrawal of ~188,700 t — 11.78% of each mill's output. The estimate combines the 1.602 Mt aforo, 357,000 t of carry-in and 218,000 t of average imports. Activation requires opening stocks plus estimated output at or above 120% of the six-campaign average, and any withdrawal is capped at 20%. Farm groups want it from the start of the campaign; the packing industry is divided. Decision: first half of November.
Global · 2026/27 Output 3.50–3.65 Mt
A first industry forecast puts world production above demand for 2026/27. Preliminary figures circulated by the World Olive Oil Exhibition put output at 3.50–3.65 Mt against consumption of ~3.25 Mt. Spain would supply ~46% of the total; Italy could reach 325,000 t, Greece ~300,000 t and Portugal close to 180,000 t, while Tunisia, Türkiye and Morocco are seen lower and Syria rising from ~66,000 t to 191,000 t.
Tunisia · Exports Up, Next Crop Down
Tunisian olive oil export receipts reached 4.0 billion dinars by end-September, +37.4% year-on-year (INS, October 12). For 2026/27, a member of the Tunisian olive growers' union expects the harvest to fall 30–40%; Sidi Bouzid estimates about 350,000 t of olives against roughly 500,000 t last season.

📈 12-Month EVOO Price History (€/kg)
Wholesale EVOO bulk prices at source (€/kg), monthly midpoints Nov 2025 → Oct 2026. Sources: IOC, POOLred/Mercacei, ISMEA, Oleista. Oct 2026 reflects mid-month readings: W42 (Spain, October 15), W41 (Italy, Greece) and W40 (Tunisia, September 28).
Market Summary & Forecasts
Week 42 completed Spain's balance sheet. AICA confirmed 356,914 t of carry-in stocks at September 30 — 66,374 t more than a year earlier — so total availability for 2026/27 approaches 1.96 Mt before imports. After last week's sharp fall, Spanish prices are trying to stabilise: Oleista's national average moved to €3.16/kg (W42, +0.6%), having printed €3.26/kg on October 13, and Poolred's average for October 3–9 eased to €3.20/kg (-2.6%), closing most of last week's gap between the two references. Italy is now the weakest market: ISMEA and Oleista both put Italian EVOO at €4.37/kg (-5.8%), with Foggia at €4.00/kg and Bari at €4.30/kg, and the year-on-year fall at 52.8%. Greece holds at €3.66/kg (no new print), Portugal eases to €3.48/kg (W40, -0.6%) and Tunisia remains at €3.53/kg (W40). The policy timetable is fixed: the 2026/27 marketing order must be approved before October 31 and the Ministry will decide on a withdrawal in the first half of November; COAG's estimate of ~188,700 t (11.78%) gives the market a concrete number to price. Globally, a first industry forecast of 3.50–3.65 Mt of output against ~3.25 Mt of demand points to a surplus year. Our read: Spanish prices are likely to move sideways in a €3.10–€3.30/kg range until the 167a decision; a confirmed withdrawal is the main upside risk, while large early-harvest volumes in November are the main downside risk.

💡 Key insight (Week 42): With Spanish bulk flat at €3.16/kg, the bulk-to-shelf gap is unchanged in Germany and the UK and narrowed slightly in the US as the euro firmed to 1.1208. Shelves are only now starting to move: in Greece, regular-price EVOO has slipped to roughly €9–€10.50/L from €13.50–€14/L in 2023/24, with near-permanent promotions at €7.30–€8.90/L and old-crop branded oil averaging around €7/L — while producers receive €3.40–€3.75/kg. In Spain, the closing campaign saw sales exceed 102% of production, a sign that lower shelf prices are rebuilding volume. The US calculation applies the EU-US deal's flat 15% ceiling, unaffected by the Section 301 regime governing Tunisian, Turkish and Moroccan landed costs.

Oil Accumulation / Primer Chorro ⚠️
⚠️ Rain Timing Now Matters More Than Rain Volume: Spain received 625 L/m² between October 2025 and August 2026, above the 583 L/m² climate average, which restored irrigation allocations and improved rain-fed groves. Early autumn rain would help final ripening, but heavy rain during picking could delay deliveries to mills and affect new-oil quality. The Junta's aforo notes that summer heat limited part of the crop's potential; Jaén's expected oil yield is close to 20%. The extraordinary October irrigation window in Jaén closed on October 15.

⚠️ Off-Year Volumes, Falling Prices: Picking and milling continue across Apulia in a southern off-year, with Coldiretti Puglia's estimates of 20–40% declines across the region unchanged. Despite smaller volumes, ISMEA quotes fell again this week — €4.00/kg in Foggia and €4.20/kg in Brindisi, Lecce and Taranto (October 8). Quality expectations remain good.

⚠️ Orange Warning, October 13–14: Greece's national weather service issued an orange warning for heavy rain and storms on October 13–14, mainly in coastal areas, with possible local hail and very strong north-easterly winds in the northern Aegean. The moisture is welcome for fruit still filling, but hail and wind are a fruit-drop risk for groves close to harvest. Labour availability remains the main harvest constraint.

✅ First Real Rain of the Season: Strong thunderstorms hit the western Peloponnese on October 11, ahead of the October 13–14 warning. For Koroneiki groves in Messinia and Laconia, autumn rain supports oil filling before the main harvest. Early-harvest picking continues after the season-opening €5.95/kg deal; Greek production is seen at 280,000–330,000 t, with ~300,000 t the central scenario.

Harvest Under Way (Earlier Than Usual)
✅ More Volume, Good Quality — Lower Prices: Picking has started around Évora a little earlier than usual, with producers expecting a larger crop than last year and good-quality oils. INE now projects national output near 175,000 t, helped by new intensive and super-intensive groves in Alentejo. Traditional Trás-os-Montes groves follow from late October.
📌 Phenological note (Week of October 12 – October 16, 2026): Harvest is under way in Italy, Greece, Croatia, Portugal and the early areas of Spain; the main Spanish campaign generalises from late October and November, Turkey's oil-olive harvest opens on November 1 and Tunisia's in November. Greece's first autumn storms brought welcome moisture alongside hail and wind risk. Temperature and rainfall figures in the cards are indicative regional ranges for the week. The carry-in figure, COAG's 167a arithmetic and Italy's slide are the defining threads of Week 42.

Analysis by Country
🇪🇸 Spain
Spain's national average moves to €3.16/kg (Oleista W42, October 15, +0.6% on our last print), with virgin oil at €3.00/kg and lampante at €2.91/kg; earlier in the week Oleista had printed €3.26/kg (October 13), a sign of a market looking for direction rather than falling freely. Poolred's average for October 3–9 was €3.20/kg for EVOO (-2.6%), €3.01/kg for virgin and €2.93/kg for lampante, with Jaén EVOO at €3.21/kg. The key data point of the week was AICA's close of the 2025/26 campaign: production of 1,305,828 t, September outflows of 123,486 t and final stocks of 356,914 t — 175,745 t at mills, 178,292 t with packers and refiners (145,408 t bulk, 32,884 t packed) and 2,878 t in the Patrimonio Comunal Olivarero. That is 66,374 t more than a year earlier, though sales still exceeded 102% of production. With the carry-in known, farm groups renewed their demand to activate the Article 167a withdrawal; COAG estimates that, with average imports of 218,000 t, around 188,700 t would need to be withdrawn — 11.78% of each mill's output — and argues that there is no structural surplus but rather a need for balance, with third-country imports weighing in the critical months. The rule can only be triggered if opening stocks plus estimated output reach at least 120% of the average of the previous six campaigns, and any withdrawal is capped at 20%. The order must be approved before October 31, and the Ministry will decide in the first half of November.

Key Market Dynamics This Week:
Carry-In Known, Availability Near 1.96 Mt: 1.6 Mt of new crop plus 357,000 t of stocks — before imports — frames every price discussion until November.
References Converge: Oleista (€3.16/kg) and Poolred (€3.20/kg) are now within €0.04/kg, compared with a ~€0.20/kg gap last week; the observatory and Ministry series lag and still show €3.44–€3.57/kg.
Next Data Points: Publication of the 2026/27 marketing order (by October 31), regional aforo revisions and the first AICA monthly data for October.
🇵🇹 Portugal
Oleista's latest Portuguese update puts EVOO at €3.48/kg (W40, September 28, -0.6%) and virgin oil at €3.34/kg — still €0.32/kg above Spain. The weekly market bulletin for September 28 – October 4 notes that prices do not allow national producers to cover raw-material and production costs, causing severe liquidity constraints, while oil quality is good in all regions; INE now projects national output of around 175,000 t, helped by new intensive and super-intensive groves in Alentejo. On October 12, the four main farm organisations — AJAP, CAP, CNA and Confagri — issued a joint position describing the situation of traditional groves as particularly worrying and calling for stronger origin controls (including oil stored under customs regimes), action against fraud and more transparency on price formation. In Alentejo, the harvest has started a little earlier than usual, with growers expecting more volume and good quality.

Key Market Dynamics This Week:
Origin Control on the Agenda: The farm groups' call for checks on oil held under customs regimes could tighten documentation requirements for blended lots.
Harvest Rolling: Alentejo picking is under way; Trás-os-Montes follows from late October. Expect Portuguese offers to track Spain rather than hold at €3.48/kg.
🇮🇹 Italy
Italy records the week's sharpest fall. ISMEA's national average for EVOO in the second week of October is €4.37/kg, down 5.9% on the week and 52.8% on a year earlier, with virgin oil steady at €3.20/kg and lampante at €2.77/kg; Oleista's W41 reading is identical at €4.37/kg (-5.8% on our last print). Market-level quotes show the breadth of the decline: Bari €4.30/kg (October 5, -5.5%), Foggia €4.00/kg and Brindisi, Lecce and Taranto €4.20/kg (October 8), with Terra di Bari DOP at €4.45/kg. Premium and island markets remain far higher — Trapani €6.70/kg, Ragusa €11.50/kg, Pescara €12.00/kg and Riviera Ligure DOP €13.50/kg. The pressure comes from cheaper foreign oil (ISMEA's September survey priced Spanish, Greek and Tunisian EVOO at €3.63–€3.88/kg) and from high opening stocks, even as the 2026/27 crop is an off-year in the South.

Key Market Dynamics This Week:
Gap to Spain Narrows to €1.21/kg: The smallest Italy–Spain spread of the campaign makes Italian-origin programmes more competitive for buyers who need the origin claim.
Origin Documentation Still in Focus: CoA and PDO/IGP verification remain essential procurement checks for Italian-labelled oil.
🇬🇷 Greece
Oleista has not published a new Greek reading, so Greece holds at €3.66/kg (W41), with virgin oil at €2.80/kg and lampante at €2.10/kg. The €5.95/kg season-opener for 55 t of early-harvest Laconian oil remains the only new-crop reference; old-crop EVOO trades at about €3.40–€3.75/kg. Market estimates for the 2026/27 crop range from 280,000 to 330,000 t, with ~300,000 t the central scenario, and the base case for new-crop producer prices sits around €3.80–€4.20/kg, with a wider €3.60–€4.40/kg range depending on area, quality and acidity. On the shelf, regular-price EVOO has slipped to roughly €9–€10.50/L. Growers continue to describe harvest labour costs as prohibitive relative to oil prices. This week's orange weather warning (October 13–14) brought heavy rain, storms and local hail, mainly to coastal areas.

Weather Watch: Hail and strong winds during the October 13–14 storms are a fruit-drop risk; watch for local damage reports before confirming November shipments.
🇹🇳 Tunisia
Oleista shows no new Tunisian EVOO reading, so Tunisia holds at €3.53/kg (W40, September 28), with lampante at €2.53/kg (October 4). National data released this week underline the strength of the closing campaign: according to the National Statistics Institute (INS), olive oil export receipts reached 4.0 billion dinars by the end of September 2026, up from 2.9 billion a year earlier (+37.4%), on the back of a record ~500,000 t harvest. The outlook for 2026/27 is very different: a member of the Tunisian olive growers' union expects the harvest to fall by 30–40%, with Sidi Bouzid estimating about 350,000 t of olives (against roughly 500,000 t) and Manouba 14,000 t (against more than 20,750 t).

Sahel (Monastir/Mahdia)
€3.35 – €3.60/kg
Kairouan / Interior (Bulk Commercial)

Key Market Dynamics This Week:
Smaller Crop, Firmer Offers Likely: A 30–40% drop would cut Tunisia's exportable surplus sharply; expect exporters to hold firmer once the November harvest confirms volumes.
US Tariff Advantage Holds Firm: Twelve weeks into Section 301 enforcement, Tunisia's absence from the 60-economy list remains its clearest structural cost advantage among North African/Turkish origins.
🇹🇷 Turkey
Turkish EVOO holds at €4.39/kg (W13, no update). Exporters' data show a difficult closing campaign: in the first eleven months of 2025/26, olive oil export value fell to about $105.7 million from $243.9 million a year earlier, even as the average export price rose to $5.36/kg from $4.96/kg. The olive oil export season opens on November 1, and sector voices point to the EU's duty-free quota — just 100 t for Turkey against 56,700 t for Tunisia — as a structural handicap. A Tariş cooperative manager said this week that even an export price of $3.35 per litre does not cover costs, as milling fees and harvest wages rise. The oil-olive harvest opens officially on November 1, in what is expected to be a very large "on" year.
🇲🇦 Morocco
Morocco continues trading at €4.00–€4.30/kg as harvesting progresses in Fès-Meknès and Marrakech-Safi. This week's preliminary industry forecast lists Morocco, with Tunisia and Türkiye, among the origins expected to produce less in 2026/27. The 12.5% Section 301 duty, twelve weeks into enforcement, remains a settled cost for US-bound lots, and with Spain at €3.16/kg Moroccan oil competes on its non-EU, non-quota positioning rather than on price.
🇭🇷 Croatia
Croatia operates entirely in its boutique premium tier, detached from bulk price dynamics. Prices hold at €13.50–€16.00/kg in Istria and €10.00–€13.00/kg in Dalmatia, unchanged on the week. Istrian estates are milling early-harvest, high-phenolic oils from Istarska bjelica, Buža, Leccino and Frantoio, and D8 Adriatic Highway freight routing remains normal nine weeks after the Omiš wildfire. Istria's standing in the Flos Olei guide — where leading estates score 97–99/100 — and Croatia's 2026 NYIOOC result (128 awards, 103 Gold) remain its strongest quality signals for autumn marketing.

Polyphenols are the key health-active antioxidants in EVOO. EU health claim threshold: 250 mg/kg. Early-harvest milling is now under way in Italy, Greece, Croatia, Portugal and Spain's first "primer chorro" areas — the window in which phenolic content peaks, so CoA sampling should happen at milling. While the Mediterranean basin remains the centre of global olive oil production, Southern Hemisphere and Middle East origins continue to gain market share. The following overview tracks key non-Mediterranean origins monitored by the MOPI for the week of October 16, 2026.
Middle East & North Africa
🇱🇧 Lebanon
Oleista's W42 update (October 13) leaves Lebanon unchanged: EVOO at €6.12/kg, virgin at €4.79/kg and lampante at €2.40/kg. With Spain at €3.16/kg, the Lebanese premium stands at €2.96/kg — almost double the Spanish price — confirming its role as a specialty origin serving diaspora and Middle Eastern markets rather than a bulk competitor. The new harvest is now entering its main phase.
🇵🇸 Palestinian Territories
The West Bank harvest continues into November and remains a key source of income for around 90,000 families. After a 2025 season that the UN described as one of the most difficult on record, access to groves remains the main risk for this campaign. Buyers of Palestinian fair-trade oil should keep shipment windows for 2026/27 lots flexible.
🇩🇿 Algeria
Algeria's harvest season is opening, with its exportable surplus still constrained by export infrastructure and certification. French buyers continue to take the bulk of certified volumes. Algeria remains among the 60 economies subject to Section 301 forced-labor tariffs, now twelve weeks into full enforcement — a minor consideration for its small US-bound volume.
Large exportable surplus theoretically available; export infrastructure remains the binding constraint.
🇸🇾 Syria
Syria is the standout in this week's preliminary industry forecast: output is projected to rise from about 66,000 t to 191,000 t in 2026/27, nearly tripling as the October harvest gets under way. Northwest Syrian EVOO (Idlib/Aleppo) continues trading at approximately $4.80–$5.30/kg. Logistics and certification infrastructure remain under reconstruction, and enhanced chain-of-custody due diligence remains essential for any commercial engagement — but a crop of this size would make Syria a meaningful exporter again.
New World Producers
🇦🇷 Argentina
Argentina's April–June 2026 vintage is in its final weeks as the freshest oil on the market before Mediterranean new-crop arrivals, and NYIOOC Southern Hemisphere results continue to roll out through November. Mendoza Arauco lots (700+ mg/kg polyphenols) remain the global ultra-premium benchmark at $7.00–$11.00/kg. With Spanish bulk near €3.16/kg and a global surplus forecast for 2026/27, Argentine bulk exporters face a tough price comparison in the US for Q4.
🇦🇺 Australia
Australia's March–June 2026 harvest is concluded, with AOA-certified lots from South Australia and Victoria in the fresh-oil marketing window. Exports remain focused on Japan, China and South Korea. The euro firmed to A$1.6218 (ECB, October 15, from A$1.6110), making European oil about 0.7% more expensive for Australian importers on FX alone.
🇺🇸 United States (California)
EU olive oil continues to pay the EU-US deal's flat 15% all-inclusive tariff, insulated from the Section 301 regime. For non-EU competitors, the split is settled: Tunisia's absence from the 60-economy list keeps its US duty materially lower, while Turkey and Morocco pay 12.5%. The euro edged up to $1.1208 (from $1.1186), so the dollar cost of Spanish EVOO is up ~0.8% on the week including Spain's small price rise — a pause after last week's ~7% drop. California producers have 2025/26 lots on the market at $8.00–$15.00/kg COOC-certified, with the new harvest under way.
Global Production Context — MOPI Reference Table
IOC's first formal 2026/27 production estimates (June 2026 Council meeting), with this week's official and sector updates noted. Global production 2025/26: ~3.44 million tonnes; global consumption forecast 3.248 million tonnes (IOC). New this week: preliminary industry forecasts circulated by the World Olive Oil Exhibition put 2026/27 world output at 3.50–3.65 Mt against consumption of ~3.25 Mt — a surplus year — with Spain at ~1.60 Mt (~46% of the total). USDA (August) forecasts ~3.25 Mt.

Southern Hemisphere origins are counter-seasonal to the Mediterranean; their 2026 harvests concluded in Q2. IOC 2026/27 estimates were set in June. Since then, Spain's Ministry of Agriculture has published a national aforo of 1,602,596 t (October 1) and AICA has confirmed 356,914 t of carry-in stocks (September 30). Greek sector estimates point to 280,000–330,000 t, Tunisian growers expect a 30–40% decline, INE projects ~175,000 t for Portugal, and preliminary industry figures put Syria at ~191,000 t. US tariff figures for EU origins reflect the EU-US deal's flat 15% all-inclusive ceiling, unaffected by the Section 301 regime.

Note: the US tariff split is now twelve weeks settled — EU-origin oil stays on the EU-US trade deal's flat 15% all-inclusive ceiling (effective since July 1, 2026), while Tunisia settles at a lower MFN-based rate and Turkey/Morocco settle at the confirmed 12.5% Section 301 rate.
Strategic Market Insights & Logistics
📊 The Balance Sheet Is Now Complete: 1.6 Mt of new crop plus 356,914 t of carry-in — 66,374 t more than last year — gives Spain close to 1.96 Mt before imports. Spanish prices have stopped falling for now (Oleista €3.16/kg, Poolred €3.20/kg), but ample supply caps any rebound until the policy decision.
⚖️ 167a Has a Number: ~188,700 t: COAG's estimate (11.78% of each mill's output) gives buyers a scenario to model. A withdrawal of that size would tighten the second half of the campaign; no activation would leave the market well supplied. Build review clauses into Q1 2027 contracts.
🌍 A Global Surplus Year: Preliminary industry forecasts of 3.50–3.65 Mt of output against ~3.25 Mt of demand point to stock-building in 2026/27. Lower crops in Tunisia, Türkiye and Morocco are offset by Spain, Italy, Greece, Portugal and a sharp Syrian recovery.
🇮🇹 Italy Converges Toward the Pack: At €4.37/kg nationally and €4.00/kg in Foggia, Italian bulk is down 52.8% on the year and only €1.21/kg above Spain. Expect continued pressure until old-crop stocks clear.
🇹🇳 Tunisia's Next Crop Is the Tightest Spot: After a record year (export receipts +37.4% to 4.0bn TND), growers expect a 30–40% smaller harvest. Tunisian offers for Q1 2027 are the most likely to firm among bulk origins.
💱 Euro Steadies at $1.12: EUR/USD edged up to 1.1208 (ECB, October 15) from 1.1186; EUR/AUD rose to 1.6218. US buyers lose ~0.2% on FX this week after last week's gain; Australian importers pay ~0.7% more.

Q4 2026 Risk Assessment Matrix
Risk Factor
Impact Level
Mitigation Strategy
Spain Policy Risk (Article 167a) — carry-in confirmed at 356,914 t; COAG estimates ~188,700 t (11.78%) withdrawal; order due by October 31, decision first half of November
High
Include price-review clauses in Q1 2027 contracts. Model both scenarios (no withdrawal vs ~12% withdrawal) before committing forward volume.
Spain Crop-Estimate Revisions — 1.6 Mt national aforo can still be adjusted; rain timing at harvest now the key variable
Medium
Monitor AEMET forecasts and regional revisions. Favour suppliers with flexible delivery windows in case rain delays mill intake.
Spain Spot-Price Direction — W42 stabilises at €3.16/kg (+0.6%) after a -6.3% week
Low
Supply is ample; complete remaining Q4 tranches before November.
Data Quality — Oleista Spain swung from €3.26/kg (Oct 13) to €3.16/kg (Oct 15); Tunisia, Greece and Turkey prints stale
Medium
Cross-check single prints against Poolred, Infaoliva and Junta de Andalucía before re-pricing contracts.
Use the narrow Italy–Spain gap to lock Italian-origin needs; verify origin documentation for Italian-labelled oil.
Greece Weather & Harvest Labour — orange warning Oct 13–14 with local hail; labour shortages at harvest
Medium
Separate early-harvest premium lots from volume contracts. Confirm picking and milling schedules before committing to November shipment dates.
Tunisia Off-Year Risk — growers expect -30–40%; Sidi Bouzid ~350,000 t of olives vs ~500,000 t
High
Keep a spot allocation for Q1 2027 Tunisian volume; expect firmer offers once harvest volumes are confirmed.
EU MOAH Limits — formal adoption targeted end-October; 4.0 mg/kg for olive oils from March 1, 2027, 2.0 mg/kg from January 1, 2028; already used for enforcement
Medium
Add MOSH/MOAH testing to supplier specifications for 2026/27 lots, especially from origins with less mature testing infrastructure.
US Tariff Transition — Settled — Section 301 twelve weeks in force; Turkey's oil export season opens November 1
Medium
Source on confirmed rates; a USTR reversal is not the base case but would re-price the Turkey lane quickly in a large "on" year.
Tunisia Quota Exhaustion — 9th consecutive year fully allocated; IPR route required for EU-destined volumes
High
Confirm IPR contractor relationships for Q4 2026–Q1 2027 volumes now, independent of Tunisia's settled US tariff advantage.
Croatia Wildfire Recovery — Normalised — D8 routing normal, nine weeks on from Omiš
Low
Standard forwarder routing contingencies are sufficient.
EUR/USD Movement — euro steadies at 1.1208 after last week's slide
Medium
US-bound buyers who did not lock last week's lows can hedge part of Q4 USD exposure at current levels.
How to Interpret This Week's Pause
Spain Has Found a Temporary Floor: Oleista and Poolred converge at €3.16–€3.20/kg after last week's sharp fall.
The Carry-In Sets Up the Policy Decision: 356,914 t of stocks and COAG's ~188,700 t withdrawal estimate turn the 167a debate into numbers.
Italy Is Now the Weakest Market: A 5.8% weekly drop and -52.8% YoY bring Italian bulk close to the rest of the Mediterranean.
Supply Is Ample Globally, Tight in Tunisia: A world surplus coexists with a 30–40% smaller Tunisian crop.
Currency Is Neutral This Week: The euro's move to $1.1208 barely changes landed costs.

Lab & Certification News
This Month · EU Contaminants · MOAHMOAH Limits: Formal Adoption Targeted for End-October
The Commission targets end-October 2026 for formal adoption of MOAH maximum levels — 4.0 mg/kg for olive oils (other than pomace) from March 1, 2027, and 2.0 mg/kg from January 1, 2028 — together with new rules on sampling and analysis methods. Lampante and crude pomace oil carry no maximum level. Member States already use these levels as the basis for enforcement, so add MOSH/MOAH to your 2026/27 lab panel now.
Portugal · Origin & Fraud ControlsFarm Groups Call for Tighter Origin Checks
AJAP, CAP, CNA and Confagri asked on October 12 for stronger controls on olive oil origin — including oil stored under customs regimes — and action against the illegal blending of seed, pomace or deodorised oils into products sold as olive oil. Keep traceability and CoA records ready for every lot.
Twelve Weeks In · Section 301Certificate-of-Origin Scrutiny Stays Fully Live
US customs brokers continue full scrutiny of origin documentation for blended bulk oil from Tunisia, Turkey and Morocco. Keep Certificates of Origin current alongside quality CoAs (Intertek, SGS, ONAOO-panel labs) for every US-bound shipment of new-crop oil.

Packaging & Equipment
New · Consumer Research · GlassShoppers Look for Glass First on Pantry Staples
New EcoFocus research released by the Glass Packaging Institute (October 12) finds that 62% of US respondents look for glass first when buying pantry staples, 59% see glass as the only material they trust on chemical safety, and 71% want more glass options. For premium EVOO, dark glass remains the format that best matches quality positioning.
Greece · The 17 kg TinOld-Crop Tin Value Holds: ~€58–€64
At old-crop producer prices of €3.40–€3.75/kg, the oil in a 17 kg tin is worth roughly €58–€64 before packing, transport and margins. If new-crop oil opens near €4/kg, that rises to about €68. Producers selling direct in tins should price the container, filling and delivery separately.
